Create rdseed summary file from a breq_fast request

If you are asking if you can take a breq_fast request and get a summary file, the answer is no. Are you trying to recover the event data for SAC headers or something else? The breq_fast request is only the start and end times for channels from stations and networks that have been requested. All of the information that went into the request (e.g. event location, size, phase requested, time constraints) is lost.
